The establishment of the Table View CID is led by a Steering Committee comprising property owners within the proposed boundary, which spans the coastal area north of Rietvlei Nature Reserve, west of Diep River or Gie Road, south of Parklands Main Road/Link Road, and includes properties within Marine Circle (bounded by Porterfield, Crasulla, Dolphin Dive, and Foam Roads). The Steering Committee, formed voluntarily by eligible property owners, is dedicated to securing supplementary services—such as enhanced security, cleaning, and urban maintenance—for the benefit of all property owners within this boundary.


The Steering Committee follows a prescribed process to establish the CID, overseen by the City of Cape Town’s dedicated CID Department. This process includes public consultation, drafting a business plan, and obtaining majority support (60% +1 ) from property owners within the boundary, ensuring community buy-in.

Upon successful establishment, the CID will be incorporated as a non-profit company (NPC), with membership open to property owners within the boundary. The NPC will be funded through a special property rates levy, managed by the NPC to deliver supplementary services via contracted service providers. The first Members Meeting (or Annual General Meeting) will be held within six months of incorporation, where NPC members elect a Board of Directors. The Steering Committee members serve as founding directors until this meeting, after which nominees, who must be NPC members, are elected to the Board. The Board then appoints a Chair and assigns portfolios (e.g., finance, security, operations) to align with the CID’s objectives.


The CID remains accountable to both the City of Cape Town and its property owners, ensuring transparent governance and effective delivery of services to enhance the area’s safety, cleanliness, and appeal.
